1. That the report entitled “Provincial Election 2011: Summary of Key Issues for the City

of Mississauga” dated June 13,2011 from the City Manager and Chief Administrative

Officer, be endorsed as the City’s priority issues pertaining to the Oct. 6, 2011 Ontario

general election.

2. That Mississauga City Council endorses an additional question regarding Air Quality-

Clarkson Air Shed to provincial political parties as follows, “Would your party ensure a

full Environmental Assessment is conducted on the Greenfield South Power plant

proposal”, and further “Will you as a Provincial candidate oppose the construction of the

Greenfield South power plant".

Power Plants Environmental Assessment

Whereas the Minister of the Environment has stated that his ministry will be reviewing the Greenfield South power proposal for new environmental evidence, And

Whereas the Ontario Municipal Board in their 2006 case, Greenfield vs. Mississauga, did not consider any environmental issues or concerns, And

Whereas Dr. Basillies report on the Clarkson airshed identified a stressed airshed and the need to consider accumulated emissions and their impacts on health in an environmental assessment,
And

Whereas the Minister of the Environment has agreed with the recommendations in the report, on the need to consider cumulative emissions in the siting of power plants, And

Whereas the Etobicoke, Lakeview airshed has never had the benefit of such a detailed airshed, pollutant and particulate modeling program, And

Whereas the Premier was quoted this week as recommending that the Minister of Energy review the Greenfield South project to determine if the 280 MW is even required.

Therefore be it Resolved that the City of Mississauga request from the Minister of the Environment a Full Environmental Assessment to be conducted on the Greenfield South proposal taking into effect the cumulative impacts of all emissions within the Etobicoke Lakeview airshed.

And be it further Resolved that the City of Mississauga request the Minister of Energy to conduct a full review to determine the necessity of manufacturing 280 MW in a densely populated urban area as opposed to the Nanticoke transmission option where there is a three kilometre buffer zone.

Architecure Competion

Whereas Mississauga city centre has three internationally recognized, iconic buildings designed through international architecture competitions and the City of Mississauga is maturing from a suburban city to an exciting urban city of the future: and

 

And Whereas every great city in the world has a cluster of unique architecture that defines and celebrates the culture and society of the citizens that reside within its boundaries; and

 

And Whereas Mississauga will soon complete another iconic landmark, our magnificent city square; where citizens may gather and view the surrounding skyline; and

 

And Whereas the City of Mississauga now has a narrow window of opportunity in the city centre to create a renaissance in built form by encouraging architectural excellence that earns the sky;

 

And Whereas the Council of the City of Mississauga is committed to creating a world renowned city centre for the benefit and prosperity of future generations.

 

Therefore be it resolved that the city of Mississauga form an ad hoc committee of Council to identify additional key sites within the city centre that are in the appropriate location for the placement of iconic buildings and further be it resolved, that the identified sites be designated for architectural excellence by means of international design competitions.

Tree By-Law

WHEREAS the City of Mississauga was home to the original 10,000 year old Carolinian Forest;

 

AND WHEREAS the remaining Carolinian forest in Mississauga is in serious decline;

 

AND WHEREAS the target for combating the negative effects of climate change is 30% tree canopy;  

 

AND WHEREAS the city of Mississauga is committed to increasing its 17% green space;

 

AND WHEREAS the removal of large trees within the City reduces the City’s tree canopy cover;

 

AND WHEREAS the preservation of trees is supported by the Green Pillar within the City’s Strategic Plan;

 

AND WHEREAS the City’s current Tree Permit By-law allows for the removal of up to four (4) trees per year on private property without a permit;

 

AND WHEREAS this allows for the removal of single large trees without a permit;

 

AND WHEREAS City staff, as per Council’s direction, are reviewing amendments to the Tree Permit By-law to regulate trees considered important from a “Heritage” perspective;

 

AND WHEREAS the regulating of the removal of all single large trees on private property across the City (alternative within Wards 1 and 2) by amending the City’s Tree Permit By-law would be an important step in protecting the City’s tree canopy;

 

NOW THEREFORE be it resolved that Staff be directed to include an option in their review of the City’s Tree Permit By-law that strengthens the City’s Tree Permit By-law to regulate the removal of all single large trees on private property across the City (alternative within Wards 1 and 2).

Smoking By-Law: Celebration Square

WHEREAS the City of Mississauga and the Provincial and Federal governments have invested $40 million in the Infrastructure Stimulus Fund project for Mississauga Celebration Square;

 

AND WHEREAS the previous Civic Square had consistent issues with under desirable outdoor smoking and remnant cigarette butts;

 

AND WHEREAS the Region of Peel, further to an approved City of Mississauga Council resolution requesting that The Region of Peel prepare a draft by-law regulating outdoor smoking on municipal properties, especially entryways to community centres, arenas, splash pads, playgrounds and outdoor bleachers;

 

AND WHEREAS the Regional draft bylaw is intended for a potential target full enactment by May 2012 for all Region of Peel municipalities;

 

AND WHEREAS 85% of Peel's population are now non-smoking and further health studies have shown that there is no safe exposure to second-hand smoke;

 

AND WHEREAS significant savings in maintenance costs are projected for a non-smoking Mississauga Celebration Square;

 

NOW THEREFORE BE IT RESOLVED that staff be requested to proceed with declaring the Mississauga Celebration Square a non-smoking outdoor facility and that necessary legislation be prepared immediately within a "Mississauga Celebration Square" specific by-law to be later superseded by a city-wide outdoor spaces smoking by-law to be enacted by May 2012.
